The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are released from multiple capitals. Immense energy is expended on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a capability afforded by up-to-date information. From witness perspectives, defense planes that had been dispatched to engage hostile aerial threats roared overhead – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.

Persistent Threats

Following this, a automatic firearm opened up on a unmanned aircraft close by, part of a defensive team – probably allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a dependence that regional partners are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unrealistic to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but avoiding a entire defensive failure until conditions improve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a only one week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
